Kingston Phoenix Road Club
Constitution and Rules

  1. The Club shall be called Kingston Phoenix Road Club.
  2. Membership
    1. There shall be two classes of membership, as follows:

      1. Full membership within age groups

      2. Second claim membership

    2. Applicants for membership shall be required to submit their applications on the approved forms, and undergo a period of one month's probation before their applications are considered for approval.
    3. The committee shall have the power to refuse membership of the Club to any applicant without necessarily giving the reasons for the refusal, and to refund any subscription paid.
    4. In addition to the above classes of membership the committee shall have the power to appoint Honorary Life Members. Any such appointment shall be selected from the full membership of the Club in recognition of outstanding services to the Club. Honorary Life Members shall enjoy the rights and privileges of full membership for life, but shall not be required to pay an annual subscription. The number of Honorary Life Members appointed shall not exceed three at any one time.

  3. Committee
    1. The committee shall consist of nine members including as ex-officio members:
      President, General Secretary, Time Trials Secretary, B.C.F. Secretary and Treasurer.

    2. The committee shall be elected annually at the Annual General Meeting.

  4. Officers outside the Committee

    The Annual General Meeting shall elect:-

    1. Two members of the Club who shall not be members of the Committee, to act as auditors for the ensuing year.

    2. A member to be Press Secretary, who shall be allowed to attend committee meetings.

  1. Nominations
  2. If more than the minimum number of nominations required is received for elections under rules 3 and 4, the elections shall be by secret ballot. Only full members of the Club shall be eligible for election under rule 3.

  3. Subscriptions
    1. Subscriptions shall be:-
      1. Full membership: Senior - £15, Junior - £10, Juvenile - £5

      2. Second claim membership: Senior - £10, Junior - £7.50, Juvenile - £3

    2. The full amount of the appropriate subscription shall be paid on application for membership.
    3. Subscriptions shall become due on 1st November each year. Any member failing to renew his membership within three months of the due date shall cease to be a member.
    4. Except as provided for in rule 2(c), no part of any subscription shall be refunded to any member ceasing, for any reason, to be a member of the Club.

  4. General Meetings
    1. The Annual General Meeting of the Club…
      1. Shall be held in December, on a date to be determined by the committee.
      2. All members of the Club shall receive notification of the date together with a copy of the reports prepared on behalf of the committee by the General, Time Trial and B.C.F Secretaries, and a copy of the accounts, at least three weeks beforehand.
      3. Propositions for inclusion on the agenda and nominations for officers and committee members shall be received by the General Secretary not less than two weeks before the meeting. All propositions and advance nominations shall be in writing and signed by both proposer and seconder. Nominations shall be signed by the nominee indicating their willingness to stand, if elected.
      4. At the discretion of the chairman, amendments to propositions may be received at the meeting.
      5. After all matters on the agenda have been dealt with and if time is available, other matters may be discussed at the meeting, but decisions on them will not necessarily be binding on the committee.

    2. A Special General Meeting shall be held at the request of not less than 25% of full members at the time the request is handed to the General Secretary, or at the request of the Committee, and within five weeks of the receipt of such a request. The notice convening the meeting, together with the agenda, shall be circulated to all members at least three weeks beforehand. At the discretion of the Chairman amendments may be received at the meeting.

    3. A Quorum for an Annual General Meeting or Special General Meeting shall be not less than 20% of the members at the time of the meeting. If within 30 minutes of the time appointed for the meeting a quorum is not present, the meeting shall be adjourned for not more than four weeks.

    4. All members shall be notified of the date, time and place of the adjourned meeting at least 7 days beforehand. If at such a meeting, a quorum is not present within 30 minutes of the appointed time, the members present shall constitute a quorum.
    5. All meetings of the Club or Committee, subject to anything set herein, shall be conducted according to the rules of procedure generally adopted in the holding of meetings and the election of candidates. Voting shall be in such manner as the meeting shall determine. The Chairman shall have a casting vote on an equality of voting. General meetings may be adjourned from time to time, and from place to place, as the meetings shall determine, but no business shall be transacted at any adjourned meeting, other than the business left unfinished at the meeting at which the adjournment took place.

  5. Events
    1. The program of events and the event entry fees shall be determined by the committee.
    2. The Consolation event shall be run towards the end of the season. Awards shall be given on sealed handicap only, with Club event points awarded on handicap placings. Generally the Consolation event shall be the last Club 25 mile Time Trial of the year.
    3. The Club Hill Climb shall be held on a convenient date in October.
    4. The Time Trials and Hill Climb organised by the club shall be run in accordance with the rules of the R.T.T.C.
    5. Members wishing to ride in Club events shall notify the Time Trials Secretary not less than 14 days before the event.
    6. If less than five entries are received for any Club Event, it shall be cancelled.
    7. Where one or more tandems are entered for a Club event they are deemed to be riding a separate, but associated, Club Tandem event and shall be eligible for minimum Club event points for starting and finishing. Any other awards offered are at the discretion of the Time Trial Secretary and/or the Committee. The start position(s) of the tandems in the field shall be at the Time Trial Secretary's convenience.

  6. Trophies
    1. The Club Trophies shall remain Club property perpetually and shall be awarded annually, to be held by the winner for one year.
    2. First claim members only, shall be eligible for the award of any Club trophies, with the exception of the Consolation trophy.
    3. The Championship Trophies shall be awarded to members who attain the highest average speeds over the eligible distances as follows:
      1. Club Championship Trophy - Club, Affiliated Association and Open events at 25, 50, 100 miles and 12 hours. This trophy shall rank as the premier award.
      2. Founder Members' Trophy (Men's Championship) - Club, Affiliated Association and Open events at 25, 50 and 100 miles.
      3. Ladies' Championship Trophy - Club, Affiliated Association and Open events at 10, 25 and 50 miles.
      4. Junior Best All-Rounder Trophy - 2 (two) 10 mile and 2 (two) 25 mile Club, Affiliated Association and Open events.
      5. Veterans' Championship Trophy - Club, Affiliated Association and Open events at 10, 25 and 50 miles, based on the Veterans' Age Standard times. (See appendix B.)

    4. The Pentney Memorial Trophy - shall be awarded to the member recording, during the year, the fastest ride in Club, Affiliated Association and Open events at 25 miles.
    5. The 50 Miles Trophy - shall be awarded to the member recording, during the year, the fastest ride in Club, Affiliated Association and Open events at 50 miles.
    6. The 100 Miles Trophy - shall be awarded to the member recording, during the year, the fastest ride in Club, Affiliated Association and Open events at 100 miles.
    7. The 12 Hour Trophy - shall be awarded to the member recording, during the year, the greatest distance in Club, Affiliated Association and Open events at 12 hours.
    8. The Consolation Trophy - shall be awarded to the member recording the fastest handicap time in the Club Consolation event and who is not awarded any other Club trophy for the season.
    9. The Road Race Championship Trophy - shall be awarded to the member gaining the highest number of points in the Club Road Race Championship during the year. Points shall be awarded according to the scale laid down in appendix A of these rules.
    10. The Club Events Trophy - shall be awarded to the member gaining the highest number of points during the year. Points shall be awarded on the following basis to first claim members riding club events:

      All other finishers

      - 2 points

      All other starters

      - 1 point

      Points will be awarded on scratch positions, with the exception of the Consolation event. Place points shall be awarded to the five highest placed first claim members in each club event. All first claim members entering the Club 2-up event will be awarded only minimum points for starting and finishing.

    12. The Dare Trophy - shall be awarded to the member gaining the highest number of points during the year. Points shall be awarded on the following basis to first claim members riding in handicapped club events:

      Everyone else recording a handicap time

      - 2 points

      Points will be awarded on handicap positions.
      Place points shall be awarded to the five highest placed first claim members in each counting Club event.

    14. The Derek Mason Memorial Trophy - shall be awarded to the member recording the fastest time in the club Kingston to Worthing Time Trial.
    15. The George Crouch Memorial Trophy - shall be awarded to the member recording the best improvement at 25 miles during the year. The time on which the improvement is calculated shall be the best 25 mile time recorded, with the Club, during the previous season.
    16. The Brass Monkey Trophy - shall be awarded to the member recording the fastest time on a 72" (see appendix B), or lower, gear in the Medium Gear Club event. This trophy does not disqualify the holder from winning the Consolation Trophy.
    17. The Tudor Trophy - shall be awarded to the female member recording, during the year, the fastest ride in Club, Affiliated Association and Open events at 25 miles.

  7. Other Awards
    1. Mementoes shall be awarded annually to:
      1. The winners of the Club's Championship trophies.

      2. The Club Championship runners up.

      3. The winners of trophies other than Championship trophies.

    2. Record medals shall be awarded at the Club's expense in the premier record classes.

      Kingston to Worthing Club event

      The junior category shall encompass all members who are under 18 years of age on the day of the event, but who are old enough to race, under R.T.T.C. regulations. (Currently 12 years old minimum).
      No member shall receive more than one record medal per distance per class per season. Where no record exists the committee shall determine minimum standards as and when necessary.

    4. Club Record Kingston to Portsmouth and back
    5. Turning point at Portsmouth is roundabout beyond and just south of Portsmouth Guildhall.
      Kingston turn is mini-roundabout just south of the Coronation Stone.

    6. Club Record Kingston to Worthing and back
    7. Turning point at Worthing is small roundabout just south of the Kingston to Worthing Club event finish (approximately 500 yards south of roundabout where the A27, eastwards to Brighton, leaves the A24).
      Kingston turn as in (c) above.

    8. Club Event Cash Value Awards
      1. For each Scratch or Handicap placing gained in Club events, in accordance with the scale in sub rule (ii), below, cash value awards shall be made as follows:

        Cash values won by each member during the season shall be credited to him/her. At the end of the season each member's award values shall be aggregated and either taken as cash or used to purchase a prize to that value of the member's choice. Members will be required to pay the cost of any such prize not covered by their aggregate cash value awards. Award values shall not be carried over to the next season.

      3. Cash value awards to the values as set out in (i) shall be made in accordance with the number of entries received for each event as follows:

      5. For the Consolation event, the number of cash value awards shall be determined by the number of entries as for other club events, except that all awards shall be handicap awards as follows:

      7. In the event of a member with cash values to his credit resigning from the Club before the end of the season, he shall be permitted to purchase a prize or take the value as cash in accordance with (i), above, at the time of his resignation.
      8. Where three or more entries are received from riders under the age of 16 years on the day of a Club 10 or 25 mile event, there shall be an additional £2.00 cash value award offered for the fastest such rider in the event. All other conditions concerning cash awards apply.
      9. Where three or more entries are received from ladies there shall be an additional £2.00 cash value award offered for the fastest such rider in the event. All other conditions concerning cash awards apply.

  8. Open Events
    1. The Club shall promote annually Open events under the rules of the R.T.T.C. and the B.C.F., the program of such events for the year to be decided by the committee not later than the preceding September.
    2. Members of the Club deputised to organise such events shall:
      1. Ensure that, in all respects, the event is conducted strictly in accordance with the rules of the appropriate National controlling body and any instructions issued by the committee from time to time.
      2. Submit to the treasurer not later than two weeks after the event a detailed statement of all monies received and spent in connection with the event, together with details of actual (including vouchers) prizes purchased, or donated to the Club; a copy of the entry form; and copies of the start and result sheets. Whenever possible receipts should be obtained in support of payments.

  9. The Club Accounts - shall be made up to 31st of October each year.
  10. Duration of the Racing Season

For the purposes of determining winners of trophies and other awards (as set out in 9 and 10 respectively) the season shall be regarded as coinciding with the Club's financial year, ie from 1st November to 31st October inclusive.

  1. A Copy of the Constitution and Rules - shall be displayed prominently at the commencement of each Annual General Meeting. Each new member will be given a copy of these rules.
  2. Matters not provided for in these rules shall be left to the discretion of the committee.

This edition of the Club Rules dated December 1995 supersedes all others.

Appendix A:Road Racing Championship: Points Table

The Championship is decided annually by awarding points for each rider's placings throughout the season, with a maximum of eight events and a minimum of 10 to points to count.

Stage Racing:

Points will be awarded on general classification for each event, plus two bonus points for each road racing stage after the first day. For an event not completed, one point will be awarded for each stage.

Appendix B:Miscellaneous Formulae.

72" Gear as defined for Medium Gear.

This can be defined in either of two ways. The first and definitive way is the Club's ultimate definition of whether a gear is too high or not. This is:

For one revolution of the cranks, the bike must travel 18' 10¼" to give a true 72" gear. Any bike found to travel further than this is liable to be disqualified.
This comes from: 2 pi r = pi x 72" = 18' 10¼".

The more common way that we calculate the gear is:

    Gear (in inches) = chainring size (teeth) x wheel diameter (inches)
          rear sprocket size (teeth)

    72" = 48 x 27" for a 48 tooth chainring, with 27" wheel size

      18 & for an 18 tooth sprocket.

Club Championships

Each of the Club Championships are calculated by taking the average speed for each of the counting events, and then finding an average of the speeds. eg Men's:

    25 miles in 59-26 gives 25.238mph where speed = distance/time
    50 miles in 2-1-54 gives 24.610mph
    100 miles in 4-15-02 gives 23.526 mph
    12 hours for 232.564 gives 19.380 mph
    Total = 92.754

    Average = 92.754/4 which gives 23.188mph

    All speeds are rounded down to 3 decimal places.

Veterans' Championship

This is the exception to the above rule. The Vets' Championship is calculated using the fixed Veterans Standard Tables (copies available on request, see either Gen Sec or TT Sec). And then an average of averages is taken as shown above.

At age 40 when a rider becomes a Vet he is given a Standard time of 1-6-00 for 25 miles. If that rider then does 1-5-00 for 25 miles he achieves a "plus"; if 1-7-00 then a "minus" (-0.339 mph to be precise).

Sometimes a plus is measured in time, usually in individual events, sometimes in speed.
For the Vets Championship speed is used.

    1-6-00 for 25 miles gives a standard speed of 22.727 mph
    1-5-00 " " " " " " " gives an actual speed of 23.076 mph

    Comparing the two: 23.076 - 22.727 = + 0.349 mph.

    Assuming: at 10 +1.042 mph
    " " " " " at 25 +0.349 mph
    " " " " " at 50 -0.167 mph

    Total plus = 1.224
    Average plus = 1.224/3= + 0.408 mph

Consolation Trophy

The team trophies do not disqualify the holders from winning the Consolation trophy, only the club trophies mentioned in section 9 of the Rules and Regulations apply with the exception of the Brass Monkey Trophy.

This appendix is for information only, and is not necessarily binding as are the rest of these Rules and Regulations. It is included for those members who either do not know, or do not understand how the various competitions are calculated. Any suggestions for inclusion or improvements would be appreciated.
